The Maryland Insurance Administration is taking the lead on the conversion effort. While commissioners in Delaware and Washington D.C. are also reviewing the conversion filing, Maryland has the largest share of the proceeds if conversion is to become a reality. One figure that has been mentioned in hearings is that Maryland would receive 60% of proceeds while DC would receive 30% and Delaware 10%. These are not hard and locked down percentages and are only speculative at this point. The following documents show the committment of Commissioner Larsen to the Maryland public at large.
